Statement from Russian Government

“We are heartened to hear that our compatriots living abroad in Estonia have finally decided to stand up for their rights. Our hearts ache for our citizens living abroad in poverty and segregation in former Soviet Republics such as Estonia.  

“We are saddened to learn of the strife underway in Tallinn this morning, and we sincerely wish for the safety and security of all residents of Estonia. While violence is never the answer, we support the right of self-determination and the unshackling of the chains of oppression abroad.

To our western friends meeting in California today, we say this: This frivolous meeting of NATO ignores the real problems within Estonia, of a government that fails to represent and address the needs of its residents, of a nation that has waited far too long to come to terms with rampant inequality and injustice towards its Russian population. NATO is a relic of a distant past, and we urge our friends to the west to recall the gravity of these large alliances.  Furthermore, we condemn Polish and Canadian troop activity on the border with Kaliningrad. Know that while Russia desires peace, we will not stand for incursions on our sovereignty nor undue targeting from Western nations.”

Technical Report 

The United Kingdom’s GCHQ, in conjunction with Estonian Computer Emergency Response Team, has been closely investigating the DDoS, hospital, and Presidential Palace attacks. The team has determined that the botnet used for DDoS attack has endpoints located around the world, and while the packet that launched the attack originated from Narva, the Command and Control system for the botnet originates in North Korea. It is also determined that the malware patterns of the power grid attack match techniques often employed by North Korean offensive cyber teams.
